Pontarius – the urban development consultancy integrating business development, legal services, finance, environmental expertise, management, and technology – continues its assignment as procurement expert for the tunnel excavation works using Tunnel Boring Machines (TBMs) on the Yellow Metro Line between Fridhemsplan and Älvsjö. The major construction contract, with an estimated value of approximately SEK 6 billion, has now been announced for supplier prequalification.

The new Yellow Metro Line between Älvsjö and Fridhemsplan includes approximately eight kilometres of metro tunnels driven through bedrock. The project is one of the most extensive tunnelling projects in Sweden and involves two large TBMs operating simultaneously while the tunnels are lined with precast concrete segments. Pontarius Law is responsible for coordinating contracts, procuring contractors and equipment, and overseeing contract administration throughout the project. The preparation of the tender documentation has been underway for an extended period and is now entering a new phase.

The contract has long been an exciting undertaking, initially including bedrock excavation works for the Årstaberg station and two tunnel sections, but it has now been expanded to include additional stations as well. The project is expected to attract TBM tunnelling specialists from across Europe. Contractors will be expected to submit a fixed-price bid for the TBM tunnelling works, with separate compensation mechanisms for certain TBM wear and tear. Other rock excavation works will be compensated through unit rates specified in the bill of quantities, says Joachim Pikwer, Project Manager at Pontarius.

According to the current schedule, the TBMs are expected to arrive in Stockholm in autumn 2029 for assembly in Älvsjö before tunnelling operations commence.

The assignment places high demands on both legal and commercial expertise. Exciting work lies ahead as we continue refining an attractive procurement package and creating the conditions for a successful tender process, says Joachim Pikwer.
